Morgan Stanley to cut 580 jobs in New York Global financial services firm Morgan Stanley on Tuesday said it will slash over 500 jobs across four locations in New York under plans announced earlier this month to cut 1,600 jobs globally by next year, citing hard economic times .

In a filing with the New York State Department of Labour, Morgan Stanley said 580 jobs would be cut at the firm's midtown Manhattan headquarters and three smaller Morgan Stanley offices in New York.

The firm said in the filing that "rolling layoffs" had begun on December 15, when it had announced that it would slash 1,600 jobs or 2.6 per cent of its workforce globally by the first quarter of 2012.

Morgan Stanley had 62,648 employees at the end of September. The layoffs would impact all divisions, including investment banking and trading.

The year 2011 has been one that Wall Street would want to forget, with major financial services firms announcing layoffs as continued economic woes force them to trim costs.

In all, financial firms have disclosed plans to eliminate more than 200,000 jobs globally this year.

Citigroup had announced earlier this month that it would cut 4,500 jobs, while Bank of America said it would cut 30,000 jobs over the next few years.

Swiss lender UBS is downsizing its investment bank to 16,000 people from the current 18,000.

In June, Goldman Sachs had told the New York Department of Labour that it would layoff 230 New York workers through March 2012.

The New York State comptroller had said in October that an estimated 10,000 Wall Street workers could lose their jobs by the end of next year.

(AP) ? Congress lurched toward Grinch-like gridlock on Tuesday as the Republican-controlled House rejected a two-month extension of Social Security tax cuts that President Barack Obama said was "the only viable way" to prevent a drop in take-home pay for 160 million workers on Jan. 1.

"The clock is ticking, time is running out," Obama said shortly after House voted 229-193 to request negotiations with the Senate on renewing the payroll tax cuts for a year.

House Speaker John Boehner, told that Obama had sought his help, replied, "I need the president to help out." His voice rose as he said it, and his words were cheered by dozens of Republicans lawmakers who have pushed him and the rest of the leadership to pursue a more confrontational strategy with Democrats and the White House in an already contentious year of divided government.

This time, it wasn't a partial government shutdown or even an unprecedented Treasury default that was at stake, but the prospect that payroll taxes would rise and long-term unemployment benefits end for millions of jobless victims of the worst recession since the 1930s.

Yet another deadline has been entangled in the dispute, this one affecting seniors, but the administration announced it had finessed a way around it. Officials said paperwork for doctors who treat Medicare patients in the early days of the new year will not be processed until Jan. 18, giving lawmakers more time to avert a 27 percent cut in fees threatened for Jan. 1.

Whatever the stakes, there was little indication that Republicans would get their wish for negotiations with the Senate any time soon. Senate Majority Leader Harry Reid, D-Nev., issued a statement saying he would be happy to resume talks on a yearlong measure ? "but not before" the House ratifies the two-month bill and sends it to Obama for his signature.

Given Obama's remarks and Reid's refusal to negotiate, it was unclear what leverage Republicans had in the year-end standoff. It appeared likely the partisan disagreement could easily persist past Christmas and into the last week of the year.

The standoff was sowing confusion in business, running out of days to adapt to any new payroll tax regimen. Even the Senate's proposed two-month extension was creating headaches because it contained a two-tiered system geared to ensuring that higher-income earners paid a higher rate on some of their wages, according to a trade group.

"There's not time enough to do that in an orderly fashion," said Pete A. Isberg, president of the National Payroll Reporting Consortium trade group. "We're two weeks away from 2012." He wrote a letter to congressional leaders this week warning that the Senate bill "could create substantial problems, confusion and costs."

Democrats pounced on Republicans for rejecting the Senate bill, emboldened by polls finding Obama's approval rising and that of the congressional Republicans fading. They noted that several lawmakers whom Boehner appointed to negotiate a compromise had recently criticized an extension of payroll tax cuts.

Democrats also introduced legislation in the House to ratify the two-month bill that passed the Senate.

Rep. Steny Hoyer, D-Md., the second-ranking House Democrat, asked Majority Leader Eric Cantor, R-Va., if he was "prepared to bring that bill to the floor" if no compromise was in sight by year's end.

Canter dodged the question, responding that if Democrats wanted to do their part, they could appoint negotiators.

They didn't.

For his part, Boehner sent a letter to the president, noting he had requested a yearlong extension of the tax cut and the House had approved one. "There are still 11 days before the end of the year, and with so many Americans struggling, there is no reason they should be wasted," he wrote, asking Obama to call the Senate back from its year-end vacation.

In his appearance before White House reporters, Obama said Republicans would be to blame for the consequences of a standoff. "Right now, the recovery is fragile, but it is moving in the right direction," he said. "Our failure to do this could have effects not just on families but on the economy as a whole." Obama requested the extension of the payroll tax and unemployment benefits in the fall as part of his jobs program.

As recently as Friday, it appeared a compromise was in sight on the legislation.

After efforts to agree on a yearlong extension sputtered, Senate Republicans and Democrats agreed on the two-month renewal, with the bill's estimated $35 billion cost to be covered by an increased fee on mortgages backed by Fannie Mae and Freddie Mac. That assured deficits wouldn't rise, a key Republican objective.

Republicans also prevailed on their demand to require Obama to decide within 60 days the fate of a proposed Canada-to-Texas oil pipeline that promises thousands of construction jobs. The president's political supporters are divided on the Keystone XL project, with environmentalists generally opposing it and blue collar unions in favor, and Obama had hoped to avoid making a decision until after the 2012 elections.

The measure quickly cleared the Senate on a vote of 89-10, with 39 of 46 Republicans in favor. Sen. Mitch McConnell of Kentucky, the GOP leader, said he was optimistic the House would go along.

Not so.

On a telephone conference call on Saturday, numerous GOP lawmakers told Boehner and the leadership they opposed the Senate-passed measure.

While House Republicans quickly developed their plan ? reject the Senate bill and seek negotiations on a compromise ? there were undercurrents of dissent.

One Republican, Rep. Tom Cole of Oklahoma, told fellow lawmakers at a closed-door meeting Monday night that he had been inaccurately quoted in an email from an unidentified GOP aide that described the contents of a private conference call, making it appear that the leadership itself was divided. Two lawmakers said details from the email found their way into print quickly after the conference call.

"It implied the speaker (Boehner) was in one place and the rest of leadership in another," Cole said in an interview Tuesday. "That wasn't the conversation."

Other Republicans said Boehner bristled in Monday night's meeting when asked whether he had given his blessing to the 60-day Senate compromise, replying that he had not and challenging one questioner to get his facts correct. They spoke on condition of anonymity, noting the events had occurred behind closed doors.

At the end of their first year in office, there was no doubt about the ability of dozens of first-term Republicans to flex their muscle.

As late as Monday night, several officials said, Cantor outlined a plan for the House to vote down the Senate bill, then vote separately to seek negotiations with the Senate.

Several Republicans objected, noting that would allow House Democrats an opportunity to go on record in favor of a payroll tax cut extension. The plan was changed, and in proceedings during the day, there was no opportunity for a straightforward yes-or-no vote on the Senate-passed bill that Democrats and the White House favor.

(AP) ? Britney Spears is ready to walk down the aisle for the third time. The 30-year-old pop star has agreed to marry her longtime boyfriend and former agent Jason Trawick.

Trawick announced Friday on "Access Hollywood" that he and Spears are engaged. The two have been dating since 2009.

Spears hinted at the big news with a tweet Friday morning that read, "OMG. Last night Jason surprised me with the one gift I've been waiting for. Can't wait to show you! SO SO SO excited!!!!"

Spears was previously married to Kevin Federline, with whom she has two sons: 6-year-old Sean Preston and 5-year-old Jayden James. The couple divorced in 2006. Spears also briefly wed childhood friend Jason Alexander in 2004, but the marriage was annulled after 55 hours.

Palm-sized baby, 2nd smallest in US, is growing (AP)

LOS ANGELES ? At birth, Melinda Star Guido was so tiny she could fit into the palm of her doctor's hand. Weighing just 9 1/2 ounces ? less than a can of soda ? she is among the smallest babies ever born in the world. Most infants her size don't survive, but doctors are preparing to send her home by New Year's.

Melinda was born premature at 24 weeks over the summer and spent the early months cocooned in an incubator in the neonatal intensive care unit in Southern California. Almost every day, her 22-year-old mother sits at her bedside and stays overnight whenever she can.

The day before her Thursday due date, Haydee Ibarra visited Los Angeles County-USC Medical Center where her daughter has been since her birth in late August. Melinda is believed to be the second smallest baby to survive in the U.S. and third in the world.

Ibarra caressed Melinda through the portholes of the incubator where nurses pinned up a homemade sign bearing her name. Now weighing four pounds, Melinda gripped Ibarra's pinky finger and yawned.

"Melinda, Melinda," she cooed at her daughter dressed in a polka dot onesie. "You're awake today."

During her pregnancy, Ibarra suffered from high blood pressure, which can be dangerous for both mother and fetus. She was transferred from a hospital near her San Fernando Valley home to the county's flagship hospital, which was better equipped to handle high-risk pregnancies.

There was a problem with the placenta, the organ that nourishes the developing fetus. The fetus, however, was not getting proper nutrition, blood and oxygen. Doctors knew Melinda would weigh less than a pound, but they were surprised at how small and fragile she was.

"The first few weeks, it was touch and go. None of us thought the baby was going to make it," said Dr. Rangasamy Ramanathan, who oversees premature infants.

Even if she survived, doctors told Ibarra and her husband Yovani Guido, children born this extremely premature can have developmental delays and impairments such as blindness, deafness or cerebral palsy.

Ibarra, who previously had a stillborn, told doctors to do whatever necessary to help her baby.

"They said, `We'll take the chance. Please try.' So we said. `OK we'll try,'" Ramanathan recalled.

Melinda was delivered by cesarean section at 24 weeks and was immediately transferred to the NICU where a team of doctors and nurses kept watch around the clock. Infants born before 37 weeks are considered premature.

Melinda was kept insulated in an incubator and was hooked up to a machine to aid her breathing. She got nutrition through a feeding tube. Her mother said her skin felt like plastic because it was so thin.

"It takes a lot of good care and a lot of good luck. Most of them don't survive," said pediatrician Dr. Edward Bell of the University of Iowa who keeps an online database of the world's smallest surviving babies who were less than a pound at birth.

The list currently contains 126 babies dating back to 1936. Since submission is voluntary, it does not represent all survivors.

Ten babies weighing less than a pound were born last year and survived. Melinda joins three other tiny survivors delivered this year in Berkeley; Seoul, South Korea; and Iowa City, Iowa. All are bigger than Melinda, who is not eligible to be listed until she gets discharged.

Most tiny babies who survive tend to be female. That's because female fetuses mature faster than males of the same gestational age. Having more developed lungs and other vital organs increases odds of survival.

Bell published a study last year that found many survivors struggle with health and learning problems. For those for whom growth data are available, many are short and underweight for their age.

There are some success stories.

The smallest surviving baby born weighing 9.2 ounces is now a healthy 7-year-old and another who weighed 9.9 ounces at birth is an honors college student studying psychology. Their progress was detailed in a study published this week in the journal Pediatrics by doctors at Loyola University Medical Center in Illinois where the girls were born.

In the past three years, Los Angeles County-USC Medical Center treated two other babies with extremely low birth weight who survived, but Melinda holds the record at the hospital.

A month after she was born, she was treated for an eye disorder that's common in premature babies. She faced her biggest test last month when she underwent surgery to close an artery that usually seals after birth.

Ybarra held Melinda for the first time after the surgery. Before that, she could only touch her through the incubator. The next challenge is learning to bottle feed before discharge. Ramanathan predicted at least another two-week stay, dashing her parents' hopes of taking her home by Christmas.

Ramanathan said it's too early to know how Melinda will fare when she grows up. Since she did not have major complications such as bleeding in the brain, he held out hope.

Melinda can breathe by herself, but still uses an oxygen tube as a precaution. On Wednesday, an ophthalmologist checked out her eyes and said everything looked good.

After the checkup, Ibarra lifted Melinda out of the incubator and sat in a rocking chair, cradling her.

Juventus reclaims Serie A lead with 2-0 win

ROME (AP) -Claudio Marchisio added another goal in the best season of his career so far and Arturo Vidal converted a controversial penalty as Juventus beat Cesena 2-0 Sunday to reclaim the Italian league lead.

Cesena's 42-year-old goalkeeper, Francesco Antonioli, had kept Juventus in check until Marchisio fired in a long shot between two defenders with his weaker left foot in the 72nd minute at the Turin club's new stadium.

It was Marchisio's sixth goal of the season, drawing him even closer to the player he is most often compared to - former Juve midfielder Marco Tardelli, who scored eight goals in a campaign twice during the early 1980s and helped lead Italy to the 1982 World Cup title.

Marchisio was once a questionable selection for Italy's national team under former coach Marcello Lippi. But he has developed into a reliable presence in the center of the pitch for both the Azzurri and Juventus, having scored in Italy's 1-1 draw at Serbia in October.

"Marchisio did well," Cesena coach Daniele Arrigoni said. "We had played an orderly match but we hadn't constructed any chances. Then just when it seemed the match was headed (toward a draw) he scored."

In the 80th, Antonioli punched away a cross and then collided with Juventus forward Emanuele Giaccherini, receiving a red card that set up a penalty for Vidal despite vehement protests from Cesena.

Cesena had already used all three of its substitutions, so defender Guillerme Rodriguez had to put on Antonioli's jersey and gloves and step in goal for Vidal's penalty. They weren't of much use, though, as Rodriguez moved to his right and Vidal easily knocked the ball into the other corner of the net.

"The penalty took away our chance to come back in the last 10 minutes," Cesena coach Daniele Arrigoni said. "From the bench it didn't seem like a penalty or a red card to me. The problem is that now we lose our goalkeeper for the next match."

Juventus moved two points ahead of AC Milan and Udinese.

AC Milan had provisionally moved top with a 2-0 win at Genoa on Friday, while Udinese edged out struggling Inter Milan 1-0 Saturday at the San Siro.

Juventus remains the only unbeaten team in Serie A and this win was all the more impressive since it came without key midfielder Andrea Pirlo, who was suspended.

Juventus finished seventh last season and missed out on Europe, but new coach Antonio Conte has made the 27-time champion a contender again.

"This result shows that we're maturing," Conte said. "When you try every which way to score you risk making yourself nervous and getting anxious. I told the players during the break not to let their nerves get to them and to move wider. I looked at the statistics and we had 70 percent of the ball possession and 21 shots. We're improving day by day."

The only negative moment for Juve came when captain Alessandro Del Piero was carried off in the 62nd after being bloodied by a kick to the face from defender Marco Rossi, opening a wound above his left eye that required eight stitches.

Meanwhile, Fiorentina beat eight-man Roma 3-0 after goals from Stevan Jovetic, Alessandro Gamberini and Santiago Silva.

Roma was reduced to 10 men when Juan was shown a straight red card for pushing Jovetic down in the 15th, even though Jovetic appeared to be holding Juan's jersey. Jovetic converted the ensuing penalty and Gamberini doubled the lead in the 44th, leaping over Roma defender Gabriel Heinze to head in a corner.

Having missed all of last season following knee surgery, Jovetic has six goals this campaign. Gamberini, meanwhile, has now scored three times - the only goals he's scored in the past five seasons - against Roma.

After Roma midfielder Fernando Gago was sent off midway through the second half for his second yellow card, Silva added another penalty for Fiorentina in the 86th after Bojan Krkic was shown red for blocking a shot with his hand.

Fiorentina players wore black armbands and a minute of silence was observed before the match in honor of Brazil great Socrates, who died earlier Sunday at the age of 57. Socrates played for Fiorentina in the 1984-85 season, and scored six goals.

Elsewhere, Bologna beat Siena 1-0 as Marco Di Vaio scored in the 28th following a splendid backheel pass from Alessandro Diamanti.

Also, Chievo Verona was held to a scoreless draw at home by Atalanta.

There was also a scoreless draw in the late match between Parma and Palermo, which was played in a thick fog. The draw moved Palermo level with fifth-place Napoli, nine points behind Juventus.

Earlier in the lunchtime fixture, Colombian forward Victor Ibarbo scored his first Serie A goal to give Cagliari a 1-0 win at Catania in a matchup of two island-based clubs.

In the 64th, the 21-year-old Ibarbo slalomed past two defenders near the endline and the corner flag, did well to keep the ball in play, then beat Catania goalkeeper Mariano Andujar.

Cagliari goalkeeper Michael Agazzi preserved the victory with a difficult save against Maxi Lopez in added time.

Lazio faces Novara on Monday.
